In November, 2014, the Prime Minister has launched an Aadhaar-based biometric verification system “Jeevan Pramaan” to enable pensioners to submit a digital Life Certificate on-line. This is an important step in realising the vision of Digital India. This facility has been provided in addition to the other existing methods of submitting Life Certificate.

Subject: Aadhaar based Digital Life Certificate (Jeevan Pramaan).





The Hon’ble Prime Minister has launched “Jeevan Aadhaar’ Aadhaar based biometric verification system for pensioner). To make its implementation successful Department of Finance Services has constituted a sub-group comprising of Bank’s Association (IBA), State Bank of India, Punjab National Bank, Bank of Baroda and Canara Bank. Accordingly, RBI,IBA and Department of Financial Service have issued necessary guidelines/instructions to all banks for their convenience. To implement jeevan pramaan it is necessary on the part of banks to seed the Aadhaar number with Pension Payment Order and bank account number. To complete this task, all banks have to take special drive to collect the Aadhaar number of pensioners and make it a part of their master data.

Digital Life Certificate for Pensioners; More Than One Crore Pensioners May be Benefitted by the Scheme





Under the ‘Digital India Mission’, Government has launched ‘Jeevan Pramaan – an Aadhaar based Digital Life Certificate’ for pensioners on 10.11.2014. This facility provides an option to the pensioners to submit their life certificate digitally by authenticating biometrically using UIDAI Database. The pension disbursing agencies integrated with the Jeevan Pramaan Portal will get access to digital life certificate. The pensioners need not go to the pension disbursing agency in person.

This being an important step in realizing the vision of Digital India, the Prime Minister’s Office (PMO) has desired that the system is fully operationalised by the end of November 2014 and PMO to be informed of progress by 1st week of December, 2014.

Jeevan Pramaan is a biometric enabled digital service for pensioners. Pensioners of Central Government, State Government or any other Government organization can take benefit of this facility.





How it Works


Jeevan Pramaan uses the Aadhaar platform for biometric authentication of the pensioner.


A successful authentication generates the Digital Life Certificate which gets stored in the Life Certificate Repository. The Pension Disbursing Agencies can access the certificate on-line.

Aadhaar Based Digital Life Certificate for Central Govt Pensioners






Life Certificate for retired employees to be submitted in November every year.








Retired Central Government employees, pensioners and those drawing family pension will have to submit Life Certificates at the banks where they draw their pensions.





Until about a few years ago, pensioners had to go to their respective banks in order to withdraw their monthly pensions. Usually there would always be some clerical glitches or delays in distributing the pension funds causing immense hardship to the pensioners. In order to rectify this hurdle, the Government began distributing pension via ATM cards through their respective banks. Pensioners didn’t have to go to the banks anymore to collect their pensions. But, once every year, they are required to go to the banks in person, sign and withdraw the pensions.
