During this period the Govt. has been over-busy in amending all labour laws to empower the employers with unfettered justifys to “hire and fire” and stripping the workers and trade unions of all their justifys and benefits besides aggressively pushing through almost unlimited FDI in strategic sectors like Railways, Defence and Financial Sector. Also, through sweeping changes in the existing Land Acquisition Act, farmers’ justify to land and agri-workers’ justify to livelihood are been sought to be drastically curbed and curtailed.

Skyline


While we are having some rough times here, with wage and labor disputes, strikes, protests, issues of the constitutionality of some government decisions, including the management and ownership of our nation's resources (Iceland Review is always a good site for current affairs news in English) there's always time to stop and enjoy a good view.

This was from atop Arnarhóll on Friday evening, at around 10:30pm. It was a day
that felt like summer was finally, actually, arriving after a long, bleak winter. If you've been here, you might recognize the square tower of the Catholic church there at the bottom left (unfortunately, like so many others, this church has been plagued by charges of abuse, which my friend Paul at Grapevine wrote about in 2012.) In the bottom right corner is the mast of a ship in the old harbor, and just out of view stands the Harpa Concert Hall. This simple skyline will be changing soon, with the addition of more glass and steel, with ground having been broken for the building of a lux hotel right in front of the white building in the center of the shot (the local construction group Mannvít have a pretty sexy website with info in English on the project, to be developed by the US-based Carpenter & Company.) So let's hope they all do a nice job, so that the ultra-rich have a suitable place to stay while here (not a joke: they've been complaining, I've heard...) But no matter what pops up, it will never be able to compete with this kind of sky.

I'll finish up with a sad story with a happy ending: a good friend of mine inherited an island in the middle of the Þjórsá river down on the south coast. He found an abandoned baby seal, and, along with his wonderful dog Skuggi, took it by boat and so car to the Slakki petting zoo in Laugarás. I hope it settles in nicely, and can be reintroduced to the ocean healthy and happy. Also, I just ran across a photo on the Ljósmyndasafn Reykjavíkur (Reykjavík Museum of Photography's) facebook page from around 1915 that shows Arnarhóll and the turf house that stood pretty close to where I sat while taking my pic.

The DOPT has issued a clarification order regarding ‘Stepping up of Pay’, on 25.05.2015.(Click to view the order)





Clarifications have been given regarding the pay fixation of direct recruit Assistants who had been recruited for Central Government employment on or after 01.01.2006. Instructions have also been issued to all ministries/departments regarding the stepping up of pay at par with the pay of UDCs who were promoted as Assistants, between 01.01.2006 to 31.8.2008.





Normally, revised pay is the pay scale that comes into effect after a new Pay Commission. Pre-Revised Pay is the pay scale that is prevalent prior to the new Pay Commission.

10th Wage Agreement





Indian Banks Association inked wage settlement with Employee Unions and Officers’ Associations today, 25th May, 2015. The settlement gives 15% increase in salary and Allowances to about 10 lakh bank employees.





Employees and officers from 43 banks including public sector banks, old private sector banks and some of the foreign banks benefit from the wage revision. The current wage revision is effective from 1st November 2012 and will be valid for 5 years. In all 11 All India Employees Unions and Officers’ Associations participated in the wage revision exercise.

“After the 6th Pay Commission, the curiosity to find out the rates of Dearness Allowance had increased considerably, because, until then, the raise was very minimal. After 2008, the DA graph continued to head north. At one point, the percentage had touched 10% twice.”





It has become very common nowadays to make predictions on Expected DA, which is issued to the Central Government employees and pensioners once every six months. Even a few years ago, ‘SWAMY’s NEWS’ was the only source of this information. Their monthly publication, ‘Swamysnews’ is their specialty. They usually contain all the latest Government Orders, Case-Law Section, Supreme Court Judgments, Tribunal Judgments, Question and Answer(Readers Forum) section and Expected DA.

There are some spots in Reykjavik that have a sort of pull, and not always a good one. I suspect anyone versed in feng shui would know that it's a chi thing, energy that's stuck or abused in some manner, and can't flow as is its nature to do. This is one of those places, the part of Vallarstræti which has become basically an alley between Ingólfstorg and Austurvellir, with the well-known Nasa music venue there on the left. It's of course
shadowy, stuck there between tallish buildings, and has been the service access for restaurants and hotels since forever, but there's something more going on there than just a lack of sunlight.

Once again, while just casually searching the netosphere for the history of this street I found all sorts of interesting things, most all in Icelandic unfortunately. For example, I found this 2011 article by our current prime minister (who I'd say should just stick to trying to have an effect on the development of our city and stay completely away from vain and puffy attempts to run a whole nation.) He's gathered some nice old-timey photos of this city center area, and is actually making a good case for preserving the historical buildings still standing, and even rebuilding some that were lost, for example Hótel Ísland, which burned down in 1944 (I don't know that I agree with rebuilding it where it was, right in the center of what's now Ingólfstorg, but his general idea is to rebuild with modern methods but in the old timber-and/or-corrugated-iron style.) I also found this collection of old photos in a short piece by Egill Helgason, a super nice and friendly, well-respected but bulldog-style journalist and media presence (video).  It turns out that this is the 100th anniversary of the Great Fire of Reykjavík (here's one more article about that traumatic event, in Icelandic, but also with great photos, and also a good article from the Reykjavik Grapevine about the history of Reykjavik overall.)  

If you take a look at the images in this article from the Cultural Heritage Agency, you'll see on page 5 a map with known Settlement Era structures, and how they literally overlap with what's currently a very poorly-utilized torg (long-time readers will remember this article about how it's basically a skate-park as is.) Given that this location has been lived on since the 9th century (the Reykjavik 871 museum is testament to that fact) I think care needs to be taken to make sure the energies of the area are kept in positive motion. There's active geothermal water right under the plaza as well, and it's important for water in any of its forms to be allowed to flow as it needs to, and not just forced as steam up metal pipes popping up from an expanse of paving-stones. Visitors come here hoping to experience something quaint and charming, something historical, and while I do not advise us locals dressing up in Viking period costumes or play-acting as naive elf-loving bumpkins to earn all that money tourists want to throw at us, I do think we should respect our heritage enough to not go all glass-and-steel-and cement in exactly this location, though we're doomed to do it in others.

So as I said, there are some spots in our city that seem to have something else going on, something ancient, or otherworldly, or energetically-charged, and it's of the utmost importance that we humans act as caretakers, and not oppressors or suppressors of the natural flow of things. In my humble opinion, this alley-street needs some love, and probably not in the manner that's currently on the table, as can be seen in this first-place proposal.  Wouldn't it be nice to actually just have some actual nature at this spot? Maybe nicely managed, in accessible garden-park style, but nature as it was before any settler ever set foot there. Rip up the paving stones, help the waters to flow freely, add some moss and stones and benches, and let this heart of Reykjavík live again.

Sir, The undersigned is directed to refer to the provisions contained in the GOI, MOD letter No A/49601/AG/PS-4 (e)/3363/B/D(Pen/Ser) dated 27.08.1987 as modified vide this Ministry’s letter No.906//A/D(Pen/Ser)/05 dated 13.08.2008 and No 02(03)/2010-D(Pen/Policy) dated 17th January 2013 of the Department of Ex-Servicemen Welfare regarding grant of Pension to old parents and disabled children/sibling after the death of the pensioners/family pensioner. Certain difficulties are being experienced for grant of such pension. The matter has been examined and it has been decided to further streamline the process of grant of pension to old parents/disabled children sibling as under. The employee/pensioner/family pensioner may, at any time before or after retirement/ death of Armed Force Personnel, make a request to the Appointing Authority seeking advance approval for grant of family pension for lif to a permanently disabled child/sibling in terms of provisions contained in GOI, MOD Letter No.A/49601/AG/PS4(e)/3363/B/D (Pension/Services) dated 27.08.1987 as amended vide GOL MOD Letter No.906/ AIDGPen/Sers)/05 dated 13.08.2008, which are reproduced as under:

I am directed to say that the consolidated orders on the subject of Night Duty Allowance were issued by the Department of Personnel and Training vide their OM No.12012/4/86-Estt(Allowances) dated 4th Oct. 1989. In terms of the sub para (v) of para 2 of this OM, Night Duty Allowance is to be computed taking into account the rates of pay including Dearness Allowance and CCA, in force on the basis of the recommendations of the 4th Central Pay Commission. However, these rates have not been revised on the basis of the pay structure that came into force after the reports of 5th and 6th Central Pay Commissions.

Along with the decreasing percentage of additional Dearness Allowance, there is also a noticeable fall in interest among employees to know more about ‘Expected DA’…!





“There was tremendous curiosity when initial reports surfaced that ‘Expected DA’ could be as high as 10% in 2013. But, now, when the expectation is fixed at around 5%, readership for the topic has decreased considerably.”





Dearness Allowance for Central Government employees, which is given once every six months, is currently expected to be not more than a very minimal 5%.

No. 7(1)/E.Coord/2014 dated 29-10-2014 on the subject mentioned above whereby a ban has been imposed on holding meetings and conferences at Five Star Hotels except in case of bi-lateral / multi-lateral official engagements which are held at the level of Minister-in-Charge or Administrative Secretary with Foreign Governments or International Bodies of which India is a Member.

Emergency Facilities in CGHS Dispensaries





The CGHS dispensaries have all the medicines required in emergency. As per the CGHS guidelines, a provision is there to keep medicines available to counter any medical emergency that might arise within the Wellness Centre. There is an Emergency Tray available with the nursing staff which contains most of the medicines required under emergency situation. The availability of the medicines with their valid date of expiry in this Emergency Tray is checked on a regular basis and also during surprise checks.

Saturday was a perfect day for outdoor adventures here in Reykjavik. I started thinking of all the cool places we could go in the surrounding area for a nice walk or hike, including Heiðmörk, Esja (also take a look at the MountEsja.org webcam), Straumsvík, the Hengill area between Hveragerði and Þingvellir, or even just having Óðinn pick a trail out of the book I translated, Walking Trails of the Greater Reykjavik Area: 25 Beautiful Walks (...and lo and behold!
another groovy internet discovery made while looking for a good article to link to: this post by a family who used that very book and blogged about their adventure on Walk no. 1 around Straumsvík!)

When I told him of my plan he said, "Awesome! If I get to choose, then let's have a picnic at Öskjuhlíð!" (btw, that link leads to a great article on the WWII history of that area.)

I had wanted something more unusual than just the forest on the hill right over there, a three and a half minute drive away, but that's what he wanted, and in fact it made sense to stick closer to home since a bank of dark grey clouds loomed on the far horizon. So we grabbed a backpack and fixin's for pb&j sandwiches (part of my American heritage that I've passed on to my kids, but not historically popular at all here in Iceland...as a matter of fact, I don't remember peanut butter even being available here twenty years ago) and off we went!

I have to admit I'm always pleasantly surprised by how lovely and calm it is there, just minutes from the bustle of the city. Óðinn wondered if we'd see any animals during our meal, knowing full well we don't have the kind of beasts here in Iceland you'd find at a picnic in California, for example (no squirrels, no ants, no raccoons, no bears, no too-bold little birdies ; ) There are definitely bucketloads of rabbits on the hill, but I've only seen glimpses of them darting away myself.

But to our surprise, just as we were done laying out our picnic blanket and were getting ready to start munching on our sandwiches, a happy Icelandic Sheepdog came bounding up, trying to sneak into our donuts! Its owner whistled for it a moment later, and as quickly as it came it was gone.

Just as we set off for our hike through the woods, though, another even more gorgeous animal came arrived....the beautiful golden Lab (is that right?) pictured, who took a deep fancy to Óðinn's walking stick. She found us again and again over the next half hour in between being called away by her person. We were also lucky enough to see, and sometimes just sense, all sorts of otherworldly beings over the next few hours, the kind that don't usually choose to be recorded. And on that note, ground has been officially broken at Öskjuhlíð for a new Pagan Temple, the first high temple of its kind in the world in almost a thousand years. That's good news!

So if you end up getting burnt out on doing touristy stuff here, if you've seen one too many museums or you can't stand the idea of another souvenir shop presenting products for your purchasing pleasure, let your feet guide you over to the forest underneath the big shiny Perlan dome. Such a simple adventure, but I promise your spirit will feel renewed ~°~

Note: the dogs we met were officially breaking the law, or at least their humans were, by not being on leashes. Though I get it, it still makes me sad, seeing how friendly these two were, and how much natural fun they were having. This Iceland Review article by focuses on canine life in our big little city, a place that's nearly overrun with cats, as is. Maybe some day I'll write about how the Reykjavik police back in the late 40's captured my father's beloved dog, put it in a burlap sack and made the whole family watch while they shot her, including my dad, who was no more than nine at the time...but that's probably more than you wanted to know... (believe me, though, I'm very glad to not have dog-doings all over our sidewalks and parks!)

Tides

As if someone turned on the lights, or as if the tide of seasons has turned, life in our city is bustling again. We can't honestly say winter is over, but most of us who live in cold climates will admit that we're willing to handle cold. It's dreary, murky darkness of the post holiday season and its slicing winds that do our souls in. We hunker down deeper into our parkas and wait for the sun to return.

 Make no mistake, it's still hovering around the frost mark here on our island, and some regions, like at the east coast fjords, haven't even seen beneath the past winter's snows yet (here's a link to live cameras over in the Reyðarfjörður area where
it's supposed to get to -10°C this weekend). But it's sunny! and that we can live with. (As a matter of fact, I'm sitting at Reykjavik Roasters - formally Kaffismiðjan - writing this, and at the next table an elderly gentleman just said, "Já, var að koma frá Austfjörðum, og það snjóar og snjóar...", or "I just came from the East Fjords and it snows and snows...").

Last week, when winter seemed to finally break for us here in the southwest, I went out to my favorite seawater-filled swimming pool at Seltjarnarnes (which I've shared photos of a few times before) to relax in the hot pots and enjoy the bright blue skies above. It was definitely not more than a few degrees above freezing outside, but I'll be damned if I didn't get a solid tan anyway. That's the magic of this country: like Japan's snow monkeys, we're fully committed as a people to lounging and playing as often as possible in our geo-thermally heated waters, soaking up as much vitamin D as possible while the sun shines, and even when it doesn't.

Afterwards, I decided to go out to near where the lighthouse is and take some pics, though I wasn't up for trying to go over the Grótta isthmus that leads to it for fear of getting stuck out there at high tide (which almost happened to me and Óðinn a few years ago, and I have to say it was nearly terrifying how fast the sea comes in and drowns that walkway! It's worth going out there, but please read the timetable sign for the tides!) The winds were whipping up the bay, turning it a gorgeous deep turquoise with crests of white accent, and I had hoped to be able to get that on 'film'. But all I had with me was my iPhone 5, and tit was no use trying to capture the depth and dimension of the sea view with that kind of camera. So I took a shot of an anchor and went back to my car.

The photo was good, but I wanted great, so I went back out the the seafront to try to frame the shot better. And that's when these two girls in pink bike helmets rode up, dumped their rides and gear on the grass, and headed out to the rocks below. They were probably fourth graders at most, and obviously lived close by as they seemed totally sure about what they were doing. First they went to the round heated foot bath and got some water in a plastic bottle they had. Then they kind of pranced down to a large tide pool,  discussed something amongst themselves, and chucked the bottle into it, totally satisfied. My first reaction was so adult it made me cringe, and I'm so glad I didn't follow through on it: they were littering! Didn't they know about the Great Pacific Garbage Patch, that trash vortex endlessly swirling on the waters of the most magnificent of our Earth oceans? Didn't their parents teach them about responsible recycling? Who did they think they were?

And then I remembered being nine years old, out in Pacific Grove on the Monterey Bay, and how sometimes you had to fill a bottle with something and toss it out to sea. Worlds would fall apart if you failed to do so, and creatures unseen by grownup eyes might die! I made a conscious decision not to make a fuss, and to take some photos of them instead. When they came back up to the path, I asked if they'd sent out a message in that bottle, and one of the girls looked at me with keen eyes and said "Já já," the equivalent of "Yeah, sure," and they walked on past, got their bikes, and rode away.
