The 7th CPC had asked the JCM Staff Side to present their case before the Commission for wage revision on 23rd and 24th March 2015. Accordingly, the Standing Committee of the Staff Side met on 22nd March and again 23rd March 2015. The presentation was made on 23rd and 24th March 2015 before the Commission.

Railway Board referred Running Allowance, Additional Allowance and Breakdown Allowances to 7th Pay Commission for consideration…





Railway Board has referred three allowances (viz. Running Allowance, Additional Allowance and Breakdown Allowance) to 7th Central Pay Commission for their consideration and recommendation.





1. Running Allowance for running staff.


2. Additional Allowance as pay for all purpose including computation of retirement benefits of running staff.


3. Revision of Breakdown Allowance (BDA)

Sir/Madam,





The undersigned is directed to say that the Central Government being the largest single employer in the country, bears the major responsibility of looking after the welfare of a large number of employees spread all over the country. This Ministry recognizing that welfare of employees is one of prime tasks of personnel management, provides and aids a large network of staff welfare programmes underlining the fact that improvement in the working and living conditions of the employees and their families, leads to efficiency and high morale amongst them. A compendium of instructions giving a brief account of such welfare programmes was brought out by this Ministry in 2001. A need is felt to update/revise the compendium.
