Is there any connection between the report of 7th CPC and OROP announcement?





“Is there any connection between the submission of report of 7th CPC to Central and the announcement of OROP to Defence Personnel?”





The 7th Pay Commission has announced through on its portal last month that the task was given by the Government to the commission will be completed within the time frame and the commission will submit its recommendations before September this year to Central Government.





Some believe that the two reports could be linked.





“The 7th Pay Commission is all set to submit its report to the Government before August 15.”





“The Prime Minister is expected to announce the implementation of OROP in his Independence Day address to the nation.”





According to unofficial sources, the 7th Pay Commission is going to submit its report to the Government before August 15. The fact that the commission has completed its work much ahead of its deadline is indeed commendable. This is the first time in the history of Pay Commissions that a Commission has completed its report ahead of its deadline. Pay Commissions are synonymous with arrears. Last time, 20-month arrears were paid in two installments. If the new Pay Commission’s recommendations are implemented on time, it would be another first – the first to not have any pending arrears.

As the 7th pay Commission itself declared that the work of compilation and finalization of the report is underway, it is the time for expecting the date on which the report will be submitted after it is finalized. The stipulated time for submitting the report is 18 months from the date of notification issued. In a resolution dated 28th February, 2014, Government of India has appointed the Seventh Central Pay Commission comprising Justice Shri Ashok Kumar Mathur as Chairman, Shri Vivek Rae as full time Member, Dr. Ratin Roy as part time Member and Smt. Meena Agarwal as Secretary

7th Pay Commission likely to recommend Jan 1, July 1 as Annual Increment issuing days





“On July 1 of each year, annual increments are given for all the Central Government employees. So, tomorrow is the “Increment Day” for all.”





The 6th Pay Commission had introduced the practice of granting annual increment for all on the same day. Until then, increments were implemented for the employees based either on their date of joining or on their promotion dates.





In order to reduce the monthly work burden and for administrative expediency, suggestions from the various departments were presented to the 6th Pay Commission to recommend a single day as increment date. The 6th Pay Commission had recommend 1st July of earch year as increment day. From 01.01.2006 onwards, July 1 was made the day of implementation of annual increments to all CG staff.

“The 7th Pay Commission’s status quo explanation on its report has created a huge buzz”





According to reliable sources of information, the 7th Pay Commission is expected to submit its final report including the revised pay and pension structure for Central Government employees and pensioners to the Central Government on in the first week of September.





As confirmation of the news, the 7th Pay Commission, on its official website had published an announcement yesterday. It said, “Pay and Pension proposals, expectations in facilities & benefits, and valuable suggestions were received from Central Government employee unions, associations, members of the Defence services and NC JCM Staff Side. All these will be considered. Personal interactions shall not be held anymore. All the demands and suggestions have been examined and the task of preparing the final recommendation report has almost ended. In addition to this, the report containing all the recommendations will be prepared within the stipulated time that was allocated.”

The 7th Central Pay Commission has published a report on its official portal yesterday in order to know all stake holders regarding their meetings and its report. 





It ensured that the 7th CPC report will be completed within the time frame of 18 months and it will not entertain any further meetings. 7th Pay Commission Report including revised Pay and Allowances for Central Government Employees, is on final stage.

INDWF reports on last meeting with 7th Pay Commission





Highlights of the meeting :


7th CPC report will be submitted to the Government of India well within the time by September 2015





VII CPC report will be implemented on their recommendations w.e.f. 01.01.2016 and not from 01.01.2014 as demanded





Removal of Grade Pay has been proposed by replacing the earlier existing scale of pay.





The present anomaly of Grade Pay Hierarchy while granting MACP has to be changed to promotional Hierarchy. Rectification of MACPs aberrations.





Equal qualification in Recruitment Rules should be given equal pay scale based on Recruitment Rules.





In respect of Pension, for the pre pay commission retirees and after pay commission retirees will be taken care by following some metrics and will be taken care.

No Fund Allocation to 7th Pay Commission – Central Government Employees Protest





Employees of the Income Tax Department, located in Nungambakkam, launched a protest yesterday condemning the fact that the Central Budget had not allocated sufficient funds to the 7th Pay Commission.





A meeting was held at the Income Tax office premises yesterday by the Central Government Employees Sammelan, during which the recently announced budget was analyzed and criticized. The protests were led by the Sammelan’s general secretary, Duraipandi. While addressing the gathering, he said, “The economic report submitted by the Government is not in favour of the masses. During the election campaigns, BJP promised to reduce inflation, bring back black money, and to eradicate unemployment.

7th CPC DA Calculation – Important factor of AICPI (IW) BY 2001 continue or not..?





Dearness Allowance is one of the important issues that the Pay Commission deals with. The calculation method that was recommended by the 6th Pay Commission was radically different from the ones suggested by all the previous Pay Commissions. Dearness Allowance, which was increasing by 1 or 2% until the 5th Pay Commission suddenly shot up to the peak of double-digit numbers.





Until the 5th CPC, the Consumer Price Index Number for Industrial Workers 1982 = 100 was used for calculating dearness allowance. From the 6th Pay Commission onwards, CPI (IW) 2001=100 was used for calculating the DA.





There was another crucial change that the 6th CPC made. It recommended that the Reference Base Index be changed from 306.33. As a result, 115.76 became the new Reference Base Index from 01.01.2006 onwards.





Will the 7th CPC introduce a new CPI (IW)? Or will it bring about changes in the Reference Base Index?





This is something that everybody wants to know.

Estimated 7th CPC Pay Scale with a Touch of Fiction





Everybody has the justify to let their imagination run wild before an official announcement is made..! Its impact differs based on the number of people who eagerly await the announcement.





The 7th Central Pay Commission, constituted by the Central Government, is busy formulating its recommendations for the new pay scale. Constant stream of information has confirmed that the 7th Pay Commission, chaired by Justice Ashok Kumar Mathur, is working at an astonishing pace. After receiving memorandums from all the leading employee federations, the Commission is now touring the entire country in order to gather opinions. The tour began in June and continues till date. The Commission is involved in visiting pre-determined cities and talking to the various Central Government employee associations and individuals in order to hear their opinion.

Railway Board referred Running Allowance, Additional Allowance and Breakdown Allowances to 7th Pay Commission for consideration…





Railway Board has referred three allowances (viz. Running Allowance, Additional Allowance and Breakdown Allowance) to 7th Central Pay Commission for their consideration and recommendation.





1. Running Allowance for running staff.


2. Additional Allowance as pay for all purpose including computation of retirement benefits of running staff.


3. Revision of Breakdown Allowance (BDA)
