Madam/Sir,


As a part of the “Digital India” program of Government of India, it has been decided to implement common Biometric Attendance System (BAS) which will enable an employee to register attendance by simply presenting his I her biometric (finger print/ Iris) which will be authenticated online by doing one to one match with the bio-metric stored in the UIDAI data base against the employee’s Aadhaar number. This Aadhaar Enabled Biometric Attendance System needs only Aadhaar number, basic demographic details and a photograph of the user at the time of user registration which can be done by employee himself I herself by simple web based system. The biometric details are already available with the UIDAI which are then used for authentication.

The Central Government employees are marking their attendance in the Aadhar Enabled Biometric Attendance System (AEBAS). There is a difference between the number of registered employees and number of employees marking their attendance. The Department of Personnel & Training has issued fresh instructions to all Ministries/ Departments on 28.01.2015 that necessary directions may be issued to all employees to mark their attendance in the Biometric Attendance Portal on regular basis.

Aadhaar based biometric attendance system – Employees express displeasure





The biometric Aadhaar-linked attendance system has now been introduced among the staff of Income Tax Department in Tamil Nadu and Pondicherry. This now links the everyday attendance of these Income tax officials with their Aadhaar card. The fingerprint registered in the Aadhaar card database must match with the fingerprint saved in the timecard. Employees who have not yet applied for their Aadhaar card were instructed to get them as soon as possible.

Introduction of Biometric Attendance System on Indian Railways


As per the decision of Central Government on the newly introudction in attendance of its employees, the detailed DOPT order is enclosed here with. 





Biometric Attendance System has to be implemented on Indian Railways by 26th January, 2015. An Aadbar based Biometric Attendance System has already been successfully put in place at the Railway Board office and it has been decided to replicate the same on Zonal Railways in a phased manner.

BIOMETRIC ATTENDANCE SYSTEM is the procedure of registering the attendance by placing the thumb imprint on a machine which captures the imprint and records the time of entry or exit from the office. In the moderate scheme, the employee has to manually enter his/her 6-digit Aadhaar number and then confirm his/her identity by fingerprint and iris-scan.

"As per existing instructions, half a-day’s casual leave should be debited for each day of late attendance, but late attendance upto an hour, on not more than two occasions in a month"...





Govt introduces Aadhar enabled bio-metric attendance system





The Centre on Friday decided to phase-out manual attendance system and use an Aadhar enabled bio-metric attendance system (AEBAS) in all its offices.





“It has been decided to use an Aadhar enabled bio-metric attendance system in all offices of the central government, including attached and sub-ordinate offices, in India,” said an order issued by the Department of Personnel and Training (DoPT).





Aadhar is a 12 digit individual identification number issued by the Unique Identification Authority of India on behalf of the central government.





The system will be installed in the offices located in New Delhi by this year end.

 Dopt said in the order that the Aadhar Based Bio-Metric Attendance system will be installed in the offices located in Delhi/ New Delhi by 31st December 2014. In other places this may be installed by 26th January 2015.





Biometric attendance system is only an enabling platform. There is no change in the instructions relating to office hours, late attendance etc. which will continue to apply.

Aadhaar Number Made Mandatory in Central Government Employees’ Service Books





On November 3, the DOPT issued an order regarding the adding of Aadhaar Number in the Service Books of Central Government employees. The order also contains certain important instructions in the rules and regulations regarding the Service Book.





According to Rule SR-202, every year, the Head of Office has to get signatures from all the employees affirming that their Service Books have been updated.

Hon’ble MR has directed that all personnel of the Ministry of Railways, Rail Bhavan (including those located at Pragati Maidan) shall enroll on the Aadhaar Enabled Biometric Attendance System.





2. In this regard, the spadework for enrolment on the system has been completed by the C&IS directorate and the system is now ready to be used for user enrolment.

Aadhaar Biometric Attendance System – Central Government Employees Attendance Record to be Modernized





A decade before, all the government offices had printed ‘Attendance Register’ in which employees used to sign against their names in order to record their attendance. The register would usually be kept in front of an Secton officer and register should be initialed at the bottom by the Section Officer. Every employee should note down the time of arrival and departure under his /her initial in ink in the Attendance Register. At the end of the 10 minutes grace time, the register would be taken to the department head’s table.





This system was followed by various computerized methods like smartcard, swipe card, and show card. The most popular method now is the Biometric Attendance System, which captures the employees’ fingerprint to record his/her attendance. The Government explained that the new system has been implemented in order to reduce late-coming. The point worth noting is that no changes can be made in the registered time of arrival or leaving, in this method. Higher officials get immediate reports on the time the employee arrived and the time he/she left the office.

Dopt issued orders regarding the maintenance of service book of Central Government employees and instruction also given to all ministries and departments to include the Aadhaar number in the service book of all Central Government employees. Aadhaar number is a unique identification of each employee, which will be used in bio-metric attendance in future.

The Unique Identification Authority of India (UIDAI) has issued 70 crore Aadhaar numbers as on 28th October 2014. 





As on date, nine states including Andhra Pradesh, Kerala, Delhi, Himachal Pradesh, have crossed 90 percent Aadhaar coverage, while sixteen states have Aadhaar coverage of over 70 percent. UIDAI is also conducting Aadhaar enrolments in the newly assigned states of Uttar Pradesh, Bihar, Uttarakhand and Chhattisgarh, at a fast pace. These four states with a combined population of about 34 crore, were added earlier this year to UIDAI’s mandate by the government. Till date, Aadhaar numbers have been issued to 8.93 crore residents in these states, which is 26% of the target population.

RESOLUTION – I


(IN PROTEST AGAINST BIOMETRIC ATTENDANCE SYSTEM)





The 6th Federal Council meeting of the National Federation of Civil Accounts Associations held at Cochin on 18th and 19th September 2014 discussed the decision of Govt. of India to introduce the Aadhar Card based biometric attendance system for the Central Govt. Employees.





The meeting observed that introduction of Aadhar based attendance and punctuality in the offices-


(a) Every employee is expected to be on seat and to start work at the prescribed opening of office hour. Ten minutes grace time may be allowed in respect of arrival time to cover up any unforeseen contingencies.
