Dopt orders on alteration of date of birth of a Government Servant – reiteration of the instructions.





Rule 56 of Fundamental Rules states that except as otherwise provided in the rule, every Government servant will retire from service on the afternoon of the last day of the month in which he attains the age of sixty years. Provided that a Government servant whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years.

Yoga Classes for Central Government employees and their dependents – Dopt orders





Yoga sessions in association with Morarji Desai National Institute of Yoga, New Delhi for the benefit of Central Government employees and their dependents at Grih Kalyan Kendra w.e.f. 01.12.2014. The yoga sessions will be held in the morning 7-9 AM at the above said venues for six days in a week (Monday to Saturday).

Aadhar Based Bio-Metric Attendance System for all Central Govt Employees before 26.1.2015








 Dopt said in the order that the Aadhar Based Bio-Metric Attendance system will be installed in the offices located in Delhi/ New Delhi by 31st December 2014. In other places this may be installed by 26th January 2015.





Biometric attendance system is only an enabling platform. There is no change in the instructions relating to office hours, late attendance etc. which will continue to apply.

Dopt Orders on Advice of the UPSC to be communicated to the delinquent Government servant



Central Civil Services (Classification, Control and Appeal) Rules, 1965 – Advice of the UPSC to be communicated to the delinquent Government servant – Amendment – regarding.





The Disciplinary Authority shall forward or cause to be forwarded to UPSC for its advice:





A copy of the report of the Inquiring Authority together with its own tentative reasons for disagreement, if any, with the findings of Inquiring Authority on any article of charge; and





Comments on the representation of the Government servant on the Inquiry report and disagreement note, if any, with all the case records of the inquiry proceedings.

Amendment of provisions of the CCS (Joining Time) Rules, 1979





For appointment to posts under the Central Government on the results of a competitive examination and/or interview open to Government servants and others, Central Government employees and permanent/ State Government employees will be entitled to joining time under these rules in case such Government servants opt for having their past service in the Central/State Government counted for all purposes in the Central Government.

The autism spectrum disorder child requires constant caregiver support and it would be imperative for the Government employees to take care of their autism spectrum disorder child on continuous basis, it has been decided to include ‘Autism’ in the term ‘disabled’, as defined in Para 3 of the above-mentioned O.M. dated 06.06.2014

Consulting the Commission where such consultation is necessary. The Disciplinary Authority shall forward or cause to be forwarded a copy of the advice of the Commission to the Government servant, who shall be required to submit, if he so desires, his written representation or submission on the advice of the Commission, to the Disciplinary Authority within fifteen days; and

(e) recording a finding on each imputation or misconduct or misbehavior.”

The Dopt order says, during the period probation, or any extension thereof, candidates may be required by Government to undergo such courses of training and instructions to pass examinations and tests as Government may deem fit as a condition to satisfactory completion of the probation.

Dopt issued orders regarding the maintenance of service book of Central Government employees and instruction also given to all ministries and departments to include the Aadhaar number in the service book of all Central Government employees. Aadhaar number is a unique identification of each employee, which will be used in bio-metric attendance in future.

Subject: Policy guidelines for Extension of tenure of Board level Incumbents where vigilance clearance is not available.





As per extant policy, in case the initial term of 05 years of a Board-level appointee come to an end prior to his/her date of superannuation, extension of his/her tenure upto the date of superannuation is considered with the approval of the ACC subject to his/her being free from vigilance angle and meeting the prescribed performance parameters. In terms of existing instructions, services of any Board-level appointee cannot be terminated on completion of his Initial term, if he/she is due for extension, without specific orders of the ACC. There are many cases, however, where vigilance clearance Is not given in time by CVC/concerned administrative Ministry/Department due to complaints/inquiries pending against the concerned officer.

Subject:- Enhancement of grant-in-aid to Resident Welfare Association-reg.





Sir, I am directed to s4 that Department of Personnel and Training has been sanctioning grant-in-aid to recognized Residents Welfare Associations subject to a maximum of Rs. 4,500/- per annum to enable them to meet part of their expenses to be incurred by the Association on the welfare activities/programmes to be organized within the financial year. The existing limits were fixed in 2001. Now, It has been decided to revise the quantum of grant-in-aid to Resident Welfare Associations to Rs. 101000/-.





2. The pattern of grant-in-aid to RWA’s will be as under:-





“The pattern of grant-in-aid given by the Department of Personnel and Training to RWAs will be linked to the number of members Groupwise i.e. quantum of grant-in-aid to Group ‘C’ employees would be two times the amount of subscription realized from regular members, for Group ‘A’ and ‘B’ only matching grant would be provided subject to a limit of Rs.10,000/-.”





3. The increased grants as above would be applicable from this financial year i.e. 2013- 2014. All other term and conditions governing sanction of grant-in-aid remain unchanged.











4. This issues with the concurrence of AS&FA(H) vide their Dy. No; VID/0086 dated 01/02/2013
