The meeting also noted that the strike decision taken on 28th April, 2015 has not been percolated down to the rank and file of the workers.

Order for Merger of 50% DA, Retirement age news goes viral in Social Media





Recently rumour mill went overdrive in social media with the following news that





1.central government decided to Merge 50% DA with basic pay with effect from 1.1.2015 and order will be issued within 15 days





2. Encashment of Earned Leave to be curtailed to 180days instead of existing 300 days.





3.It went on to say that age of Retirement will be on completion of 33 Years of service or at the age of 58 Years whichever is earlier

Dear Sir,


We thank you for inviting the central trade unions representing the working people in the country in both organized and unorganized sector for this pre-budget consultation.





In the previous pre-budget consultation meeting with you held on 6th June 2014, we urged upon you to please consider a directional change in the economic policy regime from that pursued during the previous government which, you have also admitted, had landed the country’s economy in a bad situation. In fact, we had articulated our views and proposals on that premise. But we like to submit candidly that our proposals did not receive a positive response and the economic policies followed the same trajectory and made situation worse for the mass of the people during the intervening period.

"The National JCA met today and took note of the silence on the part of the Government to our pleadings. The meeting has, therefore, decided to go ahead with the agitational programmes, the first phase of which will culminate in a massive March to Parliament by Central Government employees on 28th April, 2015."

Will the 7th Central Pay Commission present an Interim Report to the Central Government?





Why are central government employees so keen to know about the interim report?





A few months ago, excitement was sparked by an opinion expressed by the Karnataka Pensioners Association’s chief, Ramnath Rao, after his meeting with the members of the 7th Pay Commission.





He said that the chairman of the 7th Pay Commission had told him that an interim report would be presented only if the Government gives its direction.

"The wage revision which was due in 2011 has not come about even though 7 CPC was set up a few months back. The demand for Interim Relief, merger of DA with Pay which normally accompanies the announcement of the pay commission were not granted by the government, the demand for inclusion of Gramin Dak Sevaks within the purview of 7th CPC was also rejected."

Whether 7th Pay Commission proposes to submit Interim Report?








Is Interim Relief Likely for Central Government Employees?





Is it really possible for Central Government employees to get an interim relief this time? Let us look at it in detail.





‘Interim Relief’ may be defined as the temporary relief given to employees before the new Pay Commission’s recommendations are implemented. ‘Interim relief will be treated sui generis’, most of the Finance Ministry orders included the sentence when sanctioning interim relief.





If one looks at the interim relief granted in 1983 and 1993, it can also be inferred that interim relief is granted in order to correct the errors in salary revision once every ten years. One gets the feeling as if an entire Pay Commission was lost simply for the sake of a small hike.

We send herewith copy of the letter from the Secretary, Staff Side, JCM intimating of the decision taken by the Staff Side to hold a National Convention at New Delhi on 11th December, 2014. We have already placed the said letter in our website. The decision is the outcome of the efforts the Confederation representatives in the Staff Side of the National council and must be considered a step in the justify direction in pursuance of the Charter of demands, especially the important issues like wage revision, interim relief, merger of DA, scrapping of the new Pension scheme, privatization, outsourcing etc. As indicated in the letter of the Staff side Secretary, the staff side is likely to meet in the second fortnight of November, 2014 to finalize the draft declaration and the programme of action. We shall place the draft declaration on our website as and when the same is finalized.

NFPE  firmly believes that if the present unity among the JCM staffside organizations is not channelized for building up united struggle including indefinite strike of entire Central Government Employees the National Convention will become a futile exercise and an eye-wash to cool down the growing discontentment among the employees...

National Convention will adopt a joint resolution on DA Merger, Interim Relief





JCM STAFF SIDE NATIONAL CONVENTION ON 11TH DECEMBER 2014 AT NEW DELHI.





WILL DECLARE JOINT PROGRAME OF ACTION ON CENTRAL GOVERNMENT EMPLOYEES COMMON DEMANDS





JCM Staff Side leadership has decided to organize a National Convention of all Central Government Employees (Railway, Defence & Confederation) on 11th December 2014 at New Delhi from 12 PM to 4 PM. Convention will adopt a joint resolution on the common demands of the Central Government Employees viz; Merger of DA, Interim Relief, Inlcusion of GDS under 7th CPC, Scrap New Pension Scheme etc and will declare joint programs of action.
