Printing of All India Helpline Number.“138”& Security Helpline Number. ‘182” on Train Tickets





The Ministry of Railways has decided that in order to publicize and bring more awareness among train passengers, the text “All Indian Passenger Helpline No. 138” is to be got printed at the front of the reserved as well as unreserved train tickets i.e. Passenger Reserved System (PRS) as well as Unreserved Train System (UTS). Indian Railways provided the All India Helpline Number ‘138’ for passengers, as interface for queries/complaints related to medical emergency, cleanliness, food & catering, coach maintenance, linen etc.

Subject: Clarifications in the wake of Punjab & Haryana High Court order dated 1.2.2010 in CWP No. 15798 of 2009 filed by Shri Praveen Kumar Vs Union Public Service Commission and others as confirmed by Hon’ble Supreme Court in SLP No. 14002/2010 in the matter of DOPT Vs Praveen Kumar & others.





The undersigned is directed to refer to this Department’s OM No. 22012/99/2009-AIS-1 dated 25.8.2010 on the subject mentioned above and to say that in case of State Civil Services (SCS) officers if Select List is prepared for the vacancies of 2014 the same is required to be styled as select list of 2014 whereas for Non SCS the same is styled as 2015. Also in case of SCS, eligibility is required to be seen as on 1.1.2014 whereas in case of Non SCS the same is to be seen as on 1.1.2015. Thus, there is apparent anomaly in styling the Select List year for SCS officers and Non SCS officers prepared for the vacancies arising during the same year. This anomaly is due to the fact that as the Court order cited above was implemented for SCS officers only.

Digital Life Certificate for Pensioners; More Than One Crore Pensioners May be Benefitted by the Scheme





Under the ‘Digital India Mission’, Government has launched ‘Jeevan Pramaan – an Aadhaar based Digital Life Certificate’ for pensioners on 10.11.2014. This facility provides an option to the pensioners to submit their life certificate digitally by authenticating biometrically using UIDAI Database. The pension disbursing agencies integrated with the Jeevan Pramaan Portal will get access to digital life certificate. The pensioners need not go to the pension disbursing agency in person.

The undersigned is directed to refer to this Department’s Notification No.21/2/75-Estt.(D) dated 11.11.1975 reclassifying the posts under the Central Government as Group ‘A’, ‘B’, ‘C’ & ‘D’ in place of Class ‘I’, ‘II’, ‘III’ & ‘IV’ and to state that wherever the old nomenclature of Class ‘I’ ‘II’, ‘III’ & ‘IV’ are mentioned in the CCS (Leave) Rules, 1972, the same may be read as Group ‘A, ‘B’, ‘C’ & ‘D’, respectively.

As per the existing policy, the Central Government Administrative Offices observe up to 17 holidays in a year on specified occasions which consist of 3 National Holidays (on 26th January, 15th August and 2nd October) and 14 other holidays to celebrate festivals of different regions/religion in a diverse country like India.
