We send herewith a copy of the resolution adopted by the massive rally of the Central Government employees held today 28.4.2015 at Jantar Mantar. New Delhi declaring that if no settlement is brought about on the ten points charter of demands, the Central Government employees in all the De-departments of the Government of India will go on indefinite strike action from 23.11.2015.

Oral evidence submitted by National Council(JCM) Standing committee and the VII CPC on 23.03.2015, 24.03.2015 and on 31.03.2015 respectively.





The JCM(NC), JCM Constitutents including INDWF jointly prepared the memorandum on pay Structure, Pay determination, Allowances, leave, women issues, LTC, TA/DA and Retirement benefits etc., on 30.06.2014. Similarly, on behalf of INDWF, we have submitted matters relating to Defence Civilian Employees on service matters on 28.07.2014.

"In order to bolster our argument, we would like our leaders especially in the following cities and in other places to purchase the following articles from a reputed Mall as also from a normal provision store with bills duly signed by the owners of the retail outlet and send over to the Confederation CHQ immediately. The bill should bear the signature, the rate per kg. and the signature or seal of the concerned establishment. Please treat this as most urgent and a task of serious nature for the rates adopted by the 7th CPC will have far reaching consequences if not contested at the appropriate time"

7th Pay Commission : Highlights of the demands of Central Government Employees to 7CPC





1. Pay scales are calculated on the basis of pay drawn pay in pay band + GP + 100% DA by employee as on 01-01-2014.





2. 7th CPC report should be implemented w.e.f. 01-01-2014.





3. Scrap New Pension Scheme and cover all employees under Old Pension and Family Pension Scheme.





4. JCM has proposed minimum wage for MTS (Skilled) Rs.26,000 p.m.





5. Ratio of minimum and maximum wage should be 1:8.

"The National JCA met today and took note of the silence on the part of the Government to our pleadings. The meeting has, therefore, decided to go ahead with the agitational programmes, the first phase of which will culminate in a massive March to Parliament by Central Government employees on 28th April, 2015."

The procrastinated discussions in the National Anomaly Committee did not proceed to settle any tangible anomaly item. Even after reaching agreement, the government has refused to issue orders on some issues. This apart, the demands raised by the Staff Side for grant of Interim Relief and Merger of DA with Pay have been refused by the government.
